Finland has an innovative program for fighting homelessness. It’s far easier to solve personal problems with a permanent roof over your head, so a person is given a lease on a dwelling and allowed to pay what is possible. Health care and substance abuse treatment are provided (of course).
They have had good results at helping people return to a productive life.
