The NGO would:
- be completely, publicly transparent
- thoroughly vet vendors, recipients, grants, and products to assure that quality products are provided at a reasonable cost (without any hint of corruption)
- require no means testing, everyone who needs to electrify can get a grant
- allow people to pay extra for luxury cars
- require vendors to be unionized
- pay its executives no more than 40X the median pay of its employees
- use the organizational principles of W. Edwards Demming and The Toyota Production Plan
